Town planning encompasses a broad area of expertise. Our team is highly experienced across the key planning sectors with over 30 years combined experience.  We tailor our solutions to each client’s needs and provide a cost effective and responsive approach to instructions.

Our planning consultancy services are designed to lead our clients through the complexities of the development process. Our work typically involves the project management of planning applications and planning appeals, and the promotion of land through the plan making process.

Our approach identifies the key issues at the outset, developing a solid planning strategy agreed early, which ensures savings on cost and time whilst helping to manage project risks and enhance value.  We deliver best value when involved from the outset of a project.

We have an extensive network of surveyors, architects and specialist consultants to draw upon, who we use depending on the nature of each project and our client’s requirements.

Many of our planning projects are within London and the Home Counties, but we also act nationwide and are currently working in Cornwall, South Wales, West Midlands and Yorkshire.

Jennifer Smith

BSc(Hons) Dip TP MRTPI

Jennifer established Smith Jenkins in 2012 after working at Hepher Dixon and Savills.

She has worked on a wide variety of schemes from individual houses to large-scale complex projects. She regularly manages teams of consultants from a variety of disciplines to achieve positive outcomes for her clients. She also regularly works ‘in house’ for operating companies, other planning consultants and firms of architects to provide planning support within their businesses. She approaches all schemes, regardless of their size, with the same positive approach, and consistently gives honest advice.

Jennifer acts in a variety of sectors, including: residential, commercial, employment, mixed use development and strategic site promotion.

Nick Jenkins

BSc(Hons) DipSurv MRICS

Nick Jenkins has previously worked for Hepher Dixon, Savills and Turley Associates in Milton Keynes and London.

During this time he has led teams of planners dealing with complex planning projects and built up excellent contacts with a number of planning authorities as well as property professionals in all fields.

He acts on behalf of a variety of clients managing projects through the planning process, including: residential, employment, retail, leisure, hotels, mixed use development, and large scale strategic site promotion.   A particular speciality is hotel development within London and nationwide.

Sally Stroman

Sally Stroman BA(Hons) BTP MRTPI

Sally has extensive experience in planning in both the public and private sectors. Prior to joining Smith Jenkins, Sally worked at Wilbraham Associates in Rugby and Hepher Dixon.

During her time at Hepher Dixon, Sally worked both in the London and Milton Keynes offices and was an instrumental part of the team that secured planning permission for the Emirates Stadium and the wider Arsenal regeneration scheme.

Whilst one of Sally’s key attributes is to coordinate and manage a team of consultants, she is also involved in all aspects of planning using her development management skills and experience.  Sally acts for local developers, housebuilders, land owners and has been instrumental in the development of two Neighbourhood Plans which are now ready for submission.

Samuel Dix


Sam joined Smith Jenkins after five years in the public sector, most recently with Milton Keynes Council where he worked in the policy team. Prior to this he started his career at Buckingham Town Council working in Neighbourhood Planning before moving to Bucks County Council as a strategic planner.

During this time he has gained experience in all aspects of site appraisal and Local Plan promotion. He has advised developers, Councillors and communities on technical issues such as affordable housing and five-year housing land supply. He has particular expertise in residential development and neighbourhood planning, having represented Councils at appeals and hearings for each.

Sam now works with clients in various sectors, combining technical knowledge with an understanding of how planning operates within local government.

Daniel Doyle


Daniel graduated from the University of Liverpool in 2014 with an undergraduate master’s degree (MPlan) in Town and Country Planning. Following graduation he spent a year with consultants Armstrong Rigg Planning where he gained experience handling a mix of commercial and residential development projects primarily in the South East and East Midlands.

Daniel now works across a variety of sectors providing research and graphics support to the team.
